A liner bonds to what it touches, so the host pipe must be clean before resin arrives. Preparation runs high-pressure water jetting through the line to strip grease, scale and silt, mechanical or hydraulic cutters to shear invading roots back to the pipe wall, and a final camera pass to confirm the surface is ready to receive the liner.

Timing
When it's needed
Before every lining job as a matter of process, and independently when a heavily rooted line needs flow restored while a renewal decision is being made. Preparation-only work also serves lines that turn out, on inspection, not to need lining at all.
Wastewater surfacing at gullies, floor wastes or garden level is a health hazard: keep children and pets away, wear gloves for any contact with affected items, and ventilate rooms where sewage has entered. Repeated surcharging during heavy rain can indicate a problem in Sydney Water's network rather than your private line, worth reporting before paying for private works.

Drainage work in NSW, relining included, falls under the plumbing and drainage licensing scheme administered by NSW Fair Trading, and work on the house service line must observe Sydney Water's requirements at the point of connection. Verify the drainage licence of whoever performs the lining, and treat post-work CCTV footage as part of the deliverable, not an optional extra.
